All auspicious events are done during the Northen Solstice or Uttarayana. Southern Solstice is considered medium.

Similarly Bright Fortnight or Shukla Paksha is considered auspicious for all Vedic rites. And Krishna Paksha is Madhyamam. ( Dark Fortnight ).
When the Sun transits the First Point of Sidereal Capricorn, Northern Sostice is initiated, Makakyathu Samkranti Uttarayana Samjnitha .
When the Sun enters the First Point of Sidereal Cancer, Southern Solstice is initiated, Ashade Karki Samkranti Projyathe Dakshinayanam.
